If the language you want isn't listed in the installer components, you have a "lite" repack. A better solution here is not to hack the game post-install, but to re-download a full xatab repack that explicitly states "Multi13" or "EN/RU". xatab language change better

Many of xatab’s later repacks include a built-in language switching utility right in the installation folder. Open the game's main installation directory.

Look for a file named ALI213.ini , steam_emu.ini , or steam_api.ini . Open the file with Notepad. Find the line that says Language=russian . Change it to Language=english (or french , german , etc.).
